As a web designer, you'll find that most site visitors are unwilling to "use the latest browser" or "use a different browser." If you start ordering them around, they'll hate you forever for it.
The same goes for web designers and applying for jobs. You cannot expect a prospective job applicant to shell out $800+ for the latest version of some program like Dreamweaver or Adobe Creative Suite (4) just to pad their resumé. You should be happy that they aren't still working with MS Paint and have Creative Suite 2 or 3 experience.
Of course, if you've got the balls like Microsoft, you can twist your users' fingers to upgrade to the latest product. You guys force us to download a bunch of Windows updates anyway, why not force your customers to use the latest web browser? Much anguish and despair in the web development business could be prevented in one fell swoop from Microsoft.
